Owen has provided preservice training to teachers for a variety of Direct Instruction programs since 1991. During the early 1990s, in addition to authoring DI programs, Owen provided on-site observations, monitoring and inservice professional development for schools in Chicago, Houston and Utah implementing DI programs. He also developed preservice training for Horizons (A & B) and has been the primary Trainer for Trainers for Horizons programs since they were first published in 1997.

In 1997, Owen joined NIFDI as an Implementation Manager in Baltimore, and, in 1999, took over as Project Director of two of the schools there. In 2003, to maximize his blend of on-site training and observation skills with his expertise in curricular development, Owen shifted into the Director of Curricular Resources position with NIFDI. In this position, Owen works with NIFDI’s Implementation Managers, Reading First Coordinators, Reading Coaches, school administrators, teachers and instructional assistants at NIFDI sites to improve teacher and student performance.
